To plan, coordinate, organize, and implement county-wide emergency response, planning, mitigation, preparation, response, and recovery activities for all catastrophic events, disasters or emergencies, including wartime events, occurring in Santa Fe County. Reports to the Assistant Fire Chief of Emergency Management
Essential Job Functions:
Identifies and analyzes effects of hazards that threaten the defined jurisdiction;
Keeps the chief executive responsible for emergency management fully informed on emergency management activities, and works closely with department/ community organizations in developing emergency management plans and capabilities; works with local officials in development of hazard mitigation programs to eliminate or reduce potential hazards; inventories manpower and material resources from governmental and private sector sources; Identifies resource
deficiencies and works with appropriate officials on measures to correct them;
Directs an Emergency Operating Center (EOC) as a site from which key officials can direct and control operations during an emergency; establishes and maintains
an emergency public information system;
Evaluates training needs; develops training tests and exercises for emergency
response personnel; develops a public education program;
Prepares, submits, and justifies budget; secures technical and financial assistance available from state and federal programs; researches, applies, and secures funds from private, State, and Federal grant sources;
Assists the director of Emergency Management in writing and maintaining an emergency operation plan for Santa Fe County; performs any and all other Emergency Management duties as assigned or required.
Knowledge / Skills:
Knowledge of Federal, State, and local policies and regulations relating to emergency management or ability to obtain. Must be skilled in effective communication and interpersonal relations. Must be capable of working under a high degree of stress in emergency situations.
Bachelor?s degree in public safety or related field or any combination of experience/education totaling four (4) years in emergency preparedness or related emergency management experience in law enforcement, fire or emergency medical services.
Must possess a valid State of New Mexico driver?s license and be certifiable as a Santa Fe County Emergency Vehicle Operator within one (1) year of hire.
Must possess or be capable of obtaining required Federal Emergency Management Agency or State of New Mexico Certifications as an Emergency Manager within two (2) years of hire.
Work is generally performed in an office environment, however, work in outdoor conditions and in varied weather conditions is required. Work schedule includes non- scheduled and scheduled weekday, evening, and on-call. Travel is required. May be subject to exposure to hazardous substances, injury and life threatening situations. Incumbent may be exposed to heat, smoke, contagious disease, pain, suffering, and mental anguish due to the requirement of responding to emergency scenes. Finger dexterity is required. Good hearing and visual acuity including the ability to tell differences among colors is required.
Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver?s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
